Failure of XtGetApplicationResources() in X11R7.

This is the same problem I reported in 
http://cygwin.com/ml/cygwin-xfree/2008-11/msg00214.html , but I didn't 
know how to debug it.  I'm glad someone more knowledgeable was able to 
isolate the problem.
