Keymaps for Xwin

Is there a guide describing compiling/loading custom keymaps for Xwin?  I'm
connecting to a VAX VMS system from a XP worksation and they keypad isn't
working with the default keymap.  I have a keymap file from DEC Xcursion but
I don't know how to convert it into XFree format.  Please help.
