xfree fails to establish listening socket on Windows terminal server

Hi,
I am using xorg-x11-base (6.8.99.901-1) on Cygwin (1.5.25-14). It
works fine on my computer but it fails on a Windows 2003 terminal
server. If I login as the Administrator, it works. If I login as a normal
user, it fails with the following error. So, this is definitely a permission
problem. Any idea? Thanks!
