No Cygwin-X shortcut on fresh install

/usr/bin/mkshortcut -AP -i /usr/bin/XWin.exe -n "Cygwin-X/XWin Server" 
-w "" -a /usr/bin/startxwin.bat /usr/bin/run.exe


i.e. the target should be:

C:\cygwin\bin\run.exe C:\cygwin\bin\startxwin.bat

or similar.
