In general, you should be using run.exe in Windows shortcuts.  The Start 
Menu shortcut created during postinstall goes a step further, running:

\path\to\bin\run.exe /usr/bin/bash.exe -l -c /usr/bin/startxwin.exe

IOW startxwin is launched from within a login shell so that it knows 
where to find HOME (for .startxwinrc) and so that clients launched 
thereby inherit a complete user environment.
