rgb.txt not honored in X7?

If you are *really* using X7, then your problem is probably that colour wasn't 
supported until X9, see

However, I suspect you mean X version 11 release 7 :-)

How about a testcase?

$ xlogo -fg palevioletred -bg goldenrod
for e.g. works as expected for me
