.Xdefaults being ignored

After upgrading to Cygwin X 1.7.3, I noticed that startxwin.bat has been
replaced with startxwin.exe. I also noticed that the xterm launched by
startxwin.exe ignores my .Xdefaults file. Subsequent launches of xterm
use .Xdefaults as expected. How can I fix this? I want it to use the
same colors, geometry, etc. that is specified in the .Xdefaults file.
