Postinstal failure for xinit.sh

For completenes, I want to flag that on Windows 7 U 64b and Cygwin32 
(but should be the same for Cygwin64) xinit.sh (postinstall) fails as 
follows (from setu.log.full):

"/etc/postinstall/xinit.sh"
/usr/bin/mkdir: cannot create directory 
`/cygdrive/c/ProgramData/Microsoft/Windows/Start 
Menu/Programs/Cygwin-X': Permission denied
mkshortcut: Saving "C:\ProgramData\Microsoft\Windows\Start 
Menu\Programs\Cygwin-X\XWin Server.lnk" failed; does the target 
directory exist?
2013/07/27 23:41:17 abnormal exit: exit code=3
