Unable to install postgres

Hi Sorry if this has been covered but I'm quite new to cygwin.
I am trying to install postgres7.3.2 under cygwin on an XP box.
I have been using postgres for a while under Solaris x86 but when
attempting to initialize the db I get the following.

mcasspj@tallinn /cygdrive/f
$ initdb -D /cygdrive/c/postgres_data/
The files belonging to this database system will be owned by user
"mcasspj".
This user must also own the server process.
The database cluster will be initialized with locale C.
creating directory /cygdrive/c/postgres_data/... ok
creating directory /cygdrive/c/postgres_data//base... ok
creating directory /cygdrive/c/postgres_data//global... ok
creating directory /cygdrive/c/postgres_data//pg_xlog... ok
creating directory /cygdrive/c/postgres_data//pg_clog... ok
creating template1 database in /cygdrive/c/postgres_data//base/1...
IpcSemaphore
Create: semget(key=1, num=17, 03600) failed: Function not implemented
initdb failed.
Removing /cygdrive/c/postgres_data/.
