same version of cgywin, except that saving with the windows 7 doesn't slow
down.

Where should I start to find a resolution for this?  Anyone have a web url
where the problem has been discussed?

Search the Cygwin FAQ for the word BLODA. You've something different on the two systems that interferes with the network traffic.
