Cygwin GDI/VNC

Cygwin setup is irrelevant to XGDI/XVNC.  It uses GDI, not
cygwin1.dll.
The required X11 libs are statically linked, therefore your
installation of X11R6.x for Cygwin does not afect XGDI/XVNC.
