New Web Page: Documentation Development Area

I added a Documentation Development area to the Development home; I posted
the SGML sources to the Cygwin/XFree86 User's Guide on the Documentation
Development area.

I will probably add information regarding how to compile the documentation
sources within a few weeks time.  As some of you may have noticed by now, I
write documentation the first time I get a question from someone that
seriously wants to know how to do something :)  So, the sooner I get a
question, the sooner the helpful hints will show up.  :)
