This should not be 'Install all Cygwin packages"  For Cygwin/XFree86 a user
who do not want to develop software, use ssh etc need to install only
cygwin.  Minimum requirement is cygwin1.dll and mount points.  Someone
yesterday asked for minimum requirement for the user who do not want to
install gcc, binutils, ssh, and cvs etc.
