Faux pas: it should be 
http://www.tu-chemnitz.de/~goal/xfree/cygwin1.fixed-netdev.dll.bz2
as well as
http://www.tu-chemnitz.de/~goal/xfree/cygwin.fixed-netdev.diff.bz2

If any other link is not working, try adding .bz2 :)
