problem with cygwin-xfree

Telnet and SSH are part of Cygwin, and are not particularly related to 
Cygwin-XFree.  You need to select them within the Cygwin Setup, as I don't 
think they are installed by default.

Run the Cygwin setup.exe and have a bit more of a look around.
