Attempt to build Scigraphica and xml-config

Hi

libxml does seem to be installed, cygcheck -v -r -s shows

libxml2                 2.5.7-1

>From what I can gather, Scigraphica requires the gnome xml libraries, though
I could be mistaken there.

cygcheck -v -r -s attached.
