After search I have been unable to find the solution to my problem.

Using Cygwin and XFree86, running a remote terminal with certain 
applications the color map isn't correct.  The particular application is 
ArcMap.  The application loads fine but the images within it don't map 
the RGB values correctly.  Any ideas.  The image load correctly when on 
the terminal.
