Keyboard auto-repeat defaults when using 'xwin -query <host>'

But the problem only occurs when I connect to the remote system using
cygwin's xwin, when I use my commercial X-Win32 X server I get the
default keyboard set-up that I expect.

No. locally I appear to get the same problem too.
