Does setting the keyboard via XKB work?
try "setxkbmap -v 10 de" and check if the key right of "L" produces an
"ö"
If this does works then try
xkbcomp -w 3 -xkm -m tr /etc/X11/xkb/keymap/xfree86 :0.0
This may produce some warnings but should not report errors. If it does,
send me the error message.
If neither of the above works the try remounting /tmp to binmode:
mount -buf "$(cygpath -m /tmp)" /tmp
Please report if any of the above worked.
