I was having the same problem (XWin 'hanging' at the "Rules = " line) and found it went away if I reverted to cygwin 1.5.12-1 from 1.5.13-1. Same hanging problem occurs when using the snapshot cygwin1-20050309.dll. I haven't tried the "-kb" option to XWin yet with cygwin 1.5.13-1, but I can report the option help with the snapshot cygwin.
